The 2026 NDIS reforms explained: what SIL, SDA and supported accommodation participants need to know

In May 2026 the Australian Government introduced the NDIS Amendment (Securing the NDIS for Future Generations) Bill — the most significant package of reforms since the scheme began in 2013. There’s a lot of noise around it, so here’s what participants and families actually need to know.

The headline: your current plan is not changing overnight

The single most important message from the NDIA is that current plans continue under existing rules. Changes roll out in stages over several years, and the NDIA has committed to telling participants directly before anything changes for them.

Key dates to know

  • 1 July 2026 — mandatory registration began for Supported Independent Living (SIL) providers and digital platform providers. This is about safety and oversight in the parts of the scheme where vulnerable people live.
  • 1 October 2026 — budgets for social, civic and community participation supports begin resetting toward 2023 spending levels. The Government has said supports essential to critical care and daily living are not affected. The Thriving Kids program also starts for eligible children aged 8 and under.
  • 1 February 2027 — tighter reasonable-and-necessary assessments begin for new entrants.
  • 1 April 2027 — new framework planning is expected to begin, using standardised support-needs assessments rather than relying on privately gathered reports.
  • 2027–2030 — provider registration progressively expands to more support types, plan management moves to a commissioned panel model, and a new support coordination function begins from mid-2028.

What it means if you live in — or are looking for — supported accommodation

For SIL and SDA participants the reforms are mostly good news: providers of group homes now have to be registered and visible to the NDIS Quality and Safeguards Commission, and consultation began in July 2026 on a commissioning approach for home-and-living supports for participants who need 24/7 care. What you can do now

  • Keep using your current plan as normal — existing rules apply until the NDIA contacts you.
  • Keep clear records of your daily support needs, risks and goals — they’ll matter in future assessments.
  • Ask your providers whether they’re registered. Registered providers face independent audits and stronger safeguards.
The bottom line: the reforms tighten who can provide support and how budgets are built — but they change nothing about your right to safe, person-centred support delivered your way.
